I just bought my first new grill(charcoal) and I am trying to put it together, but….?

but the main parts(ie the smoker and the other thing….I am new to grilling and I am not sure what its called) are covered with this sticky stuff, I tried just wiping it down with warm water because the parts are not put together yet, but it is not working. Since I am new to this I am not sure what I can and cannot use to clean a grill so I was wondering if anyone can give me some help on this.
